Driving license testing centres (DLTC), registering authorities, Vehicle Testing Stations (VTS) and driving schools will resume their services as of June 1.

Social distancing, hygiene, disinfection control and santiising measures must be put in place and adhered to at these establishments once they reopen.

Due to the closure of these authorities during the lockdown, learner’s licenses. driving licenses, motor vehicle license discs, temporary permits, road worthy certificates and professional driving permits that expired between March 26 and May 31, are deemed valid. Another extension period of 90 days will also apply from June 1.

A further grace period of 6 months is being granted to motor trade number licenses that expired during the same period, starting from May 20.

Face masks or a homemade mask that covers the nose and mouth will be manditory for entry to these facilities once they reopen.

Procedures must be put in place by all DLTCs , Registering Authorities, Vehicle testing stations to clean and disinfect their premises before the commencement of service on June 1. These establishments will also be required to employ social distancing measure.

According to the Western Cape government no Vehicle Testing Stations in the province have been given the go ahead to reopen yet. These stations will need to comply with regulation requirements before they can be approved to again offer their services.

“The Road Traffic Management Corporation (RTMC) and the National Department of Transport (NDOT) will only approve the reopening of driving licence testing centres (DLTCs), VTSs and registering authorities (RAs) once they have satisfied themselves that all provisions relating to the protection of members of the public and employees from COVID-19 are in place,” said Michael Gallant from the Department of Transport and Public Works.

The government also warned against the issuing of so-called “temporary” roadworthy certificates, saying these certificates do not exist.
